The UK’s Safety & Security (S&S) declarations are a critical requirement for goods moving into and out of the country. From January 2025, new rules will apply as part of the UK’s Border Target Operating Model (BTOM), meaning businesses need to ensure compliance to avoid disruptions.

What is an S&S Declaration?

An S&S declaration provides pre-arrival or pre-departure information about goods entering or leaving the UK. It helps UK customs assess potential risks related to security and border control.

For imports → The declaration must be submitted before goods arrive in the UK.
For exports → A similar process applies before goods leave the UK.

What’s Changing in 2025?

From 31 January 2025, the UK government will introduce full S&S requirements for imports, affecting businesses that trade internationally.

Key Updates:


Full Implementation of S&S Declarations for EU Imports
Previously, imports from the EU were exempt, but this grace period will end in 2025.
All goods entering the UK will require an S&S declaration, including from the EU.
Stricter Controls on High-Risk Goods
Additional security checks for food, live animals, plants, and other high-risk shipments.
More data required for customs processing.
Digital Submission & Pre-Lodgement Requirements
All S&S declarations must be submitted electronically via the Goods Vehicle Movement Service (GVMS) or the Customs Declaration Service (CDS).
Delays at UK ports could occur for non-compliant shipments.
Who Needs to Submit an S&S Declaration?

How to Submit an S&S Declaration

Register for the UK Customs Declaration Service (CDS)
If not already registered, businesses must sign up to use CDS for import and export declarations.
Use the Goods Vehicle Movement Service (GVMS) (For RoRo Freight)
GVMS is required for roll-on, roll-off (RoRo) movements through UK ports.
Provide Accurate Shipment Data
Ensure details such as consignor, consignee, commodity codes, and transport details are correct.
Submit the Declaration on time
For imports: Before goods enter the UK.
For exports: Before departure from the UK.
